An Assessment is needed if:
1. You want to upgrade from REFEREE to STATE REFEREE
2. You want to upgrade from REFEREE or STATE REFEREE to REGIONAL REFEREE
A STATE REFEREE needs 1 qualifying assessment (11 v. 11, Highest Youth Level / Adult League, 45 minute half)
A REGIONAL REFEREE needs 3 qualfiying assessments (11 v. 11, Highest Youth Level (at most 1) / Adult League (at least 2), 45 minute half).
